To do so, all you need is access to the Windows Character Map (Start > Programs > System Tools or Accessories). I'll refer to this as WCM for the rest of this article
You can either simply click and copy the desired special character, or for frequently used characters you can learn the ALT key sequence.
For example, I use the copyright © symbol a lot. So for me, then, opening up the WCM utility is a hassle. But take a look at the following blow up of the bottom part of the WCM screen:
Notice that WCM tells me that the Copyright symbol can be created by using the key sequence <ALT> then the number 0169. The numbers must be entered from the numeric key pad, and not the number keys just below your function keys.
Here's one more example: ALT 0209 creatres the letter N with the tilde mark: Ñ
